MISSION: To establish a productive and vibrant organization, with appropriate operative systems, for the creation and implementation of housing and settlements for the citizens of Trinidad and Tobago.
GOAL: To provide affordable, quality housing for Tobago.
Housing Opportunities: The Tobago House of Assembly has committed itself to the provision of four thousand (4,000) homes in the next ten years to the low and middle income groups.
The Tobago House of Assembly Settlements Department seeks to achieve the following:

To provide subsidies and grants for Home Improvements.

Selection Criteria:
- First time home owner
- Citizen of Trinidad and Tobago
- Twenty (20) years and older
- Not be owner/part owner of property / land in Trinidad and Tobago
- Satisfy the minimum conditions for mortgage financing
- Permanently employed
Financing
At present the Trinidad and Tobago Mortgage Finance Company (TTMF) which is jointly owned by the Government to of Trinidad and Tobago (GOTT) and the National Insurance is offering the lowest interest rates starting at 6%.
Applicants would obtain loans for payment of the housing units from financial institutions.
Building Assistance
New Home Beneficiary Owned Land Subsidy
The IADB funded programme is offered to persons who are in legal possession of residential land and wish to construct a home. A subsidy will be given to help the applicant to qualify for a mortgage.
Home Improvement Subsidy Programme
The Home Improvement Component of this programme involves the provision of a matching grant to assist qualifying families with needed Home Improvement up to a maximum of $20,000.
The subsidy will only be awarded to families with income below 48,000 per annum.
The subsidies will be issued on a matching basis (one dollar for each dollar contributed by the beneficiary).
Home Improvement Grant Programme
A grant of up to $15,000 is given to needy persons to renovate their present dwelling house.
This grant is awarded only to families with income below $36,000 per annum.
