Computer Information Systems
The Unit is responsible for all aspects of the design, implementation and maintenance of information technology systems.
Personnel Administration/Human Resource Management
The Personnel Administration/Human Resource Management Unit is in a state of transition. The traditional personnel administration functions are being expanded vertically and horizontally to include a wider dimension of services associated with human resource management. The Unit will eventually serve as the central HRM component within the Assembly and will be responsible for providing the support and guidance on all human resource management issues.
Information
The Department of Information is the publicity hub of the Assembly. Its main function is to keep the public informed about matters concerning the Assembly. The information is presented through television, radio, and the press. In addition, the Department houses a library where tapes, cassettes and newspapers are stored for future reference and research.
Legal Services
This unit provides legal advice and action in areas such as person injuries, commercial services, leases, contracts, and the preparation of statutes. In addition, the Unit interprets legal documents and represents the THA in civil and criminal proceedings.
Management Services
The Management Services Unit (MSU) is responsible for providing management consultancy services to all Divisions of the Assembly.
National Emergency Management Agency
The National Emergency Management Agency (NEMA) is responsible for management of a comprehensive disaster management plan, which includes prevention, preparation for, and mitigation against disasters, as well as emergency response rehabilitation and recovery from such events.
Policy Research and Development Institute
The Policy Research & Development Institute (PRDI) is dedicated to socio-economic research and analysis, thus providing pertinent data and information to inform policy as well as to aid decision-making.
Property Management
The Property Management Department is responsible for ensuring that the stock of government properties is developed and maintained in a manner that ensures maximum utilization and economic returns. The Department is also responsible for the provision of appropriately designed and configured work places and facilities for Departments and Units within the Office of the Chief Secretary. Other functions of the Department include the provision of Office Management, Registry/Records Management and Printery Services to all Divisions of the Assembly
Protocol and Public Relations
The Protocol and Public Relations Unit is responsible for establishing and maintaining a high degree of official etiquette and codes of behaviour within the Assembly, consistent with international norms and procedures.
Land Management
The Department of Land Management has as its jurisdiction the management of all state lands in Tobago. State Land Management involves discovering, assessing, conserving, dispensing and administering State Lands in such a manner that they bring maximum benefit to the island.
Accounts
The Accounts Unit is responsible for the preparation of documents to support each payment, the verification and accuracy of documents submitted for payment, the preparation of cheques and recording of the actual payment, and for reconciling and compiling revenue received and expenditure incurred by the Division.
Financial Assistance
The Financial Assistance Unit has the responsibility to carryout the Tobago House of Assembly’s Human Resource Development needs for the island of Tobago through the Financial Assistance Programme. It assists Tobagonians in accessing scholarships, grants, technical assistance programmes and subsidized loan programmes from donor governments and organizations.
Social Sector Programmes
The major objective of this unit is to maintain and coordinate activities in the Social Sector, ensure the delivery of relevant Social Programmes in an effective and coordinated manner to communities, recommend and develop new programmes and monitor and evaluate external agencies such as National Governmental Organizations (NGOs). This unit connects and integrates service-oriented and inter-professional strategies with economic development strategies; and adopts results oriented accountability frameworks as a way to ensure that the needs of individuals, families and communities are the top priority. This unit is the policy and management arm of the Social Sector.
The Tobago HIV/AIDS Coordinating Committee and the Tobago HIV/AIDS Coordinating Committee Secretariat
The Tobago HIV/AIDS Coordinating Committee (THACC) exists to provide leadership in the coordination of HIV policies and programs through the efficient and effective execution of the five priority areas as defined in the National Strategic Plan of Trinidad and Tobago . The five priority areas are: Prevention, Treatment; Care and Support; Advocacy and Human Rights; Surveillance and Research; and Programme management, Coordination and Evaluation. This is based on two (2) overarching goals : To reduce the incidence of HIV infections in Trinidad and Tobago and To mitigate the negative impact of HIV/AIDS on persons infected and affected in Trinidad and Tobago .
The main purpose of the THACC is to approve the implementation of activities that are identified in the work plan, to oversee that the activities are carried out according to plan, to monitor and evaluate the successes of the expanded multi-sectoral response to HIV and AIDS and ensure critical findings and successes are brought to the attention of the nation.
The Tobago HIV/AIDS Coordinating Committee Secretariat (THACCS) on the other hand, is the administrative arm of the THACC. T he duties of the THACC is supported by a full time Secretariat, headed by a Technical Director and supported by other technical and administrative staff. The Secretariat serves as a technical advisory body to the THACC. It also serves as the coordinating unit for the expanded response to HIV epidemic in Tobago .
