On January 10, 2020, the Division of Health, Wellness and Family Development (DHWFD) and the National Union of Government and Federated Workers (NUGFW) signed an agreement for the Permanent Cadre of daily-paid employees at the Public Health Services Department, for the period 2013 to 2019.

The agreement upgraded 260 regular/casual workers to permanent status, with the respective benefits. This move also creates employment opportunities for persons who have already applied to become regular/casual workers at the Public Health Services Department.
